Yuri Borisov reported that the state corporation is ready to provide participants in joint projects with the Roscosmos testing base in order to reduce business expenses.
All conditions for cooperation and attraction of extra-budgetary capital will be set out in the draft law on private investments in the space industry. The document is being developed by Roscosmos and is planned to be submitted to the State Duma in the spring session in order to be adopted before the summer, the Congress reported.
Yuri Borisov believes that a free service does not stimulate either the producer or the consumer, so it is necessary to switch to a paid model: "We have three types of potential consumers of space services: federal executive authorities, regions and businesses. So each consumer needs to have their own roadmap for the transition to paid services."
The Roscosmos representative added that the state corporation’s coordinating role when private companies enter the industry is mandatory; it will eliminate duplication and ensure a more cost-effective creation of the group.
